Saudi Arabia Elevates Bangladesh to Priority Status for Strategic Investment

On the sidelines of the 23rd Extraordinary Session of the OIC Council of Foreign Ministers in Jeddah on 27 August, Saudi Arabia formally designated Bangladesh a priority country for investment and business cooperation — a bilateral classification with measurable fiscal implications for Dhaka's external accounts. According to a foreign ministry press release carried by The Business Standard, the designation emerged during a meeting between State Minister for Foreign Affairs Humaiun Kobir and Saudi Foreign Minister Prince Faisal bin Farhan Al Saud.

Riyadh's investment calculus

The Saudi foreign minister, in the bilateral meeting, flagged what the press release described as growing corporate interest from Saudi entities in Bangladesh and expressed Riyadh's intent to expand investment footprints in the country. Kobir delivered a letter from Prime Minister Tarique Rahman to Crown Prince and Prime Minister Mohammed bin Salman — a procedural transmission that signals institutional continuity following the formation of the BNP-led government.

Kobir pointed to the volume of high-level exchanges between the two countries since the new government took office, characterising the diplomatic momentum as a foundation for broader sectoral cooperation, per the foreign ministry readout. He also extended an invitation for Prince Faisal to visit Dhaka. Saudi Vice Minister for Foreign Affairs Waleed Abdulkarim El-Khereiji and Bangladesh's Permanent Representative to the OIC attended alongside senior officials from both sides.

Labour flows as a structural anchor

Prince Faisal used the meeting to commend the contribution of Bangladeshi expatriates to Saudi Arabia's development — a diplomatic gesture that nevertheless maps onto the underlying economic architecture. Remittances from Saudi-based Bangladeshi workers constitute a recurring line item in Dhaka's balance of payments; any expansion in work-permit issuance or sectoral access translates directly into foreign-exchange inflows and household consumption capacity.

Forward posture and parallel tracks

Prospective high-level visits between the two countries are slated for the near future, according to the foreign ministry. Separately, reporting from streamlinefeed.co.ke and Whalesbook indicates Bangladesh is weighing entry into the Saudi-led "Mecca Pact" — a security framework that, if joined, would recalibrate Dhaka's regional alignments, with India reportedly monitoring the security implications. Available reporting does not specify the pact's terms, scope or accession timeline.

On a parallel track, The Daily Star reports that the Federation of Bangladesh Chambers of Commerce and Industry (FBCCI) has urged Chinese entrepreneurs to expand investment in Bangladesh's special economic zones, targeting a bilateral trade deficit of approximately $17.5 billion. Fiscal year 2024-25 data shows Bangladesh exported roughly $694 million in goods to China against imports of nearly $18.19 billion — a structural imbalance that demands export diversification regardless of which external partner is courted.
