The negotiating mandate prioritises tariff schedule reductions on the Bangladesh export side, where ready-made garments and processed pharmaceuticals carry the highest margin compression from preferential access. On the reverse flow, the statutory interest lies in lowering duties on Korean capital equipment and on UAE-origin re-exports routed through Bangladeshi free zones. The technology component carries particular weight given the parallel maturation of regional consumer technology markets, where tariff reductions on finished electronics could compress input costs for assemblers operating within Bangladesh's export processing zones. The government's stated objective is to anchor capital deepening in upstream technology manufacturing as a productivity lever for the downstream garment sector, where the bulk of export earnings and employment remain concentrated.

The concluding phase, in the minister's framing, will turn on three quantifiable variables: the eventual shape of the tariff schedules, the import quota architecture for sensitive product lines, and the broader regulatory provisions governing market access and a level playing field. Until draft legal texts are published and bilateral technical working groups are formally convened, the negotiation remains within the domain of stated intent rather than enforceable statutory commitment.
